Two quite different patterns, and which one you have depends on where in the county you are. Cap them. An abandoned flue left open at the crown takes rain and nesting material for as long as it is ignored and keeps the surrounding masonry wet through every winter, which is why big old stacks deteriorate faster than their size alone would suggest.

That points at flashing rather than the crown. Flashing fails to wind-driven rain from one particular direction; crowns fail to prolonged soaking rain regardless of direction. Knowing which pattern you have narrows the job before anybody climbs up.
